It was to the advantage of the Leninist Revolutionary War movement to destroy Hispanic and Black American communities. As they were considered by the Soviets useless and a burden. The poor and minorities were the main consumers of drugs, and their destruction was viewed as a positive by-product. The key revolutionary tactic was to prepare a revolutionary elite and these ‘downtrodden proletariat’ were not part of that elite. With their spies situated in the American government they were able to influence state actions to achieve this end goal.

Marxist Bankers and Jim Crow of the North
In 1933, The New Deal was created by President Franklyn D. Roosevelt and his Treasury Department that was heavily penetrated by Soviet spy rings such as The Ware group, Perlo Group, and Silvermaster Spy Ring.
Harry Dexter White, then Director of the Division of Monetary Research in the United States Department of the Treasury, was also allegedly affiliated with the group. White was the major architect of the International Monetary Fund and the World Bank.
The Venona Project (1943-1980) a counterintelligence program initiated by the United States Army's Signal Intelligence Service confirmed that these groups were in fact agents of the Soviet Union.
In 1935, as part of the New Deal the Federal Home Loan Bank Board (FHLBB) asked the Home Owners' Loan Corporation (HOLC) to create "residential security maps" to indicate the level of security for real-estate investments in each surveyed city.
"Type A" - (outlined in green) typically affluent suburbs on the outskirts of cities and considered most desirable for lending purposes, "Type B" - (outlined in blue) were considered "Still Desirable,” and "Type C" - (outlined in yellow) were labeled "Declining.”
"Type D" - (outlined in red) considered the riskiest for mortgage support. While about 85% of the residents of such neighborhoods were white (mostly ethnic Eastern and Southern European immigrants), they included most of the African-American urban households.
The New Deal housing program enforced segregation in the north and lead to divestment in these communities that is still felt today.

Soviet drug-trafficking operation started in mid-late 1950s.
Strategy took shape in 1962-64 and assigned the highest security classification.
The operation was global in scope and the primary countries involved in trafficking in the 1980s were the initial Latin American and Caribbean targets in the Soviet drug strategy of the early 1960s: Cuba, Panama, Colombia, Mexico, Haiti, Jamaica, and most recently, Argentina.
Mikhail Suslov discussed two special groups against whom drugs were to be used.

The 'lumpen proletariat' - the unemployed who often turned to crime or prostitution for survival; a somewhat equivalent term to describe this group might be the 'downtrodden proletariat'.
As Mikhail Suslov explained, this group was particularly vulnerable to the lure of drugs. That was all to the good, because it was to the advantage of the revolutionary war movement to destroy this group, as it was useless and a burden. Its members did not want to work. They were the main consumers of drugs and were to be destroyed. The key revolutionary tactic was to prepare a revolutionary elite and these downtrodden proletariat were not part of that elite.
By 1967, the concept of lumpen proletariat was dominated by the image of the inner-city poor, especially the minorities. Most of the Third World was also regarded as lumpen proletariat. Even so, whereas, in 1963, this group was viewed as the main consumer of drugs, still, the main target to whom the drugs were to be marketed was not this group, but rather the elite. By 1967, this had also changed, with respect to discussions of Soviet narcotics strategy directed against the United States, and the lumpen proletariat, which by this time and in this context meant the inner-city poor and mainly Black people and Hispanics, became a key target for drug trafficking and the main group to be recruited to do the marketing. Also, by 1967, Soviet strategy included the promotion of race warfare within the West, and this strategy was reflected in Soviet propaganda, disinformation and even industrial contracting policies.
The trafficking that the United States and many other countries have been subjected to been heavily influenced by Soviet Bloc intelligence operations, assisted and abetted by coordinated propaganda and disinformation activity.
Consider the fact that the vast majority of the drug dealers operating in the United States are minorities - Haitians, Jamaicans, Cubans, Colombians and Black people - most of whom General Sejna identified as having been priority Soviet revolutionary war targets - and, to a lesser extent, organised crime, also a high-priority Soviet Bloc target since 1956.
Jamaica is an especially interesting case. When Michael Manley was Prime Minister of Jamaica, from 1972 to 1980, Jamaica almost became a client state of Cuba. By 1973, Manley was recruiting Jamaicans to go to Cuba for training in guerrilla warfare and Jamaica was being openly used for drug-trafficking into the United States. The appearance of Jamaican gangs (known as 'posses') is thought to have evolved around 1974. The well organised Jamaican gangs like the Raetown Boys and the Dunkirk Boys are believed to have arrived in New York City in 1976. Originally organised for violence and terror, the posses switched from being 'hitmen' and extortionists to traffickers in crack cocaine in 1986. Is it strictly coincidence that Jamaicans and Haitians are so prominent in the crack distribution and marketing networks today? Is it just coincidence that Marxist Mexican guerrillas are heavily involved in the guns-for-drugs trade?

It Wasn’t the CIA Who Introduced Crack Cocaine to Black Inner Cities
Were elements of the CIA and others in the U.S. government turning the other cheek to drug trafficking and even engaging in trafficking themselves? Absolutely.
It was the communists in Latin America at the direction of the KGB via Cuban DGI to sell Cocaine at a cheap price to hook more Americans, especially minorities. Crack was extremely pure, even more so than powder cocaine, but cheaper. A higher supply wouldn’t result in cheaper prices for crack cocaine. Only a system wide decision among the drug cartels to charge less for a purer drug could the crack epidemic be possible.
Around 1984, average street price of Cocaine:
Powder Cocaine - 55 percent purity for $100 per gram (equivalent to $261 in 2021),
Crack Cocaine - 80+ percent for $100 per gram.

It’s time for the truth to be exposed of who targeted minorities for destruction in America. Does it excuse the treatment by Anglo elites? Absolutely not! If anything, their treatment pushed minorities into the arms of the Russians.
The communists in China and Russia mass murdered 100 million in just the 20th century alone. Stalin even purged his own minority allies during The Great Terror. Don’t think that once the Russians and Chinese get what they want they won’t do the same to a vocal Black and Hispanic minority groups. Look how the Communist Chinese enslaved their own minority the Uyghurs. The most persecuted in any communist or socialist country is the individual. When group rights supersede individual rights, it becomes incredibly easy to justify mass murder for the “good” of the primary group.

We have known for years the drug problem goes much deeper than the trans-national cartels. Its genesis has a focused strategic dimension that goes back decades. Dr. Joseph D. Douglass, Jr, in his well-researched book, “Red Cocaine,” discusses in detail how our historical enemies, primarily Beijing and Moscow, made it official state policy to use drugs as a form of political warfare to bring about the decay and destruction of Western societies, particularly the United States. As I have previously reported, one of the main sources of Dr. Douglass’ research is former General Jan Sejna, a high level Czechoslovakian military official who defected in the 1960s and was deeply involved in the Soviet Union’s overall use of drugs as a key element in its political warfare strategy.
As Dr. Douglass points out, the Chinese were ahead of the Soviets in trafficking drugs as a tool in their political warfare arsenal. In the 1950s and 1960s, the most important official exercising day-to-day control over Chinese narcotics operations was none other than Premier Chou En-lai. According to Dr. Douglass, his strategy was quite simple; “to disarm the capitalists with the thing they like to taste (drugs).” While the production and distribution of drugs was a valuable source of income and a “powerful weapon of subversion,” the main target was to destroy the morale of the U.S. military fighting in Southeast Asia.
The smoking of cocaine base first appeared in the United States in 1974 and was mostly confined to the state of California. The first hospital admission for a problem related to free-basing was in 1975, the year in which extraction kits and smoking accessories became commercially available. In 1978, distribution of these accessories or paraphernalia spread from California throughout the United States. In 1979, only 1% of cocaine-related hospital admissions involved the use of free base, but by 1982 this figure had increased to 7%.
In South America, coca leaves are traditionally chewed with a quantity of an alkaline lime substance ("llipta") typically derived from the ashes remaining after burning plants, shells or limestone.
In South America, coca paste, also known as cocaine base or basuco and, therefore, often confused with cocaine freebase in North America, is relatively inexpensive and is widely used by low-income populations.
Use began in Bolivia and Peru in the early 1970s, first in the capital cities and then in other towns and rural areas. In a few years its use had spread to Argentina, Brazil, Colombia, Ecuador, and some Mexican cities near the border with the United States.[2]
First saw widespread use as a recreational drug in primarily impoverished neighborhoods in New York City, Philadelphia, Baltimore, Washington, D.C., Los Angeles, San Francisco, and Miami in late 1984 and 1985; this rapid increase in use and availability was named the "crack epidemic", which began to wane in the 1990s. The use of another highly addictive stimulant drug, crystal meth, ballooned between 1994 and 2004.
Initially, crack had higher purity than street powder. Around 1984, powder cocaine was available on the street at an average of 55 percent purity for $100 per gram (equivalent to $261 in 2021), and crack was sold at average purity levels of 80-plus percent for the same price. In some major cities, such as New York, Chicago, Los Angeles, San Francisco, Philadelphia, Baltimore, Houston and Detroit, one dose of crack could be obtained for as little as $2.50 (equivalent to $7 in 2021).
According to the 1985–1986 National Narcotics Intelligence Consumers Committee Report, crack was available in Atlanta, Boston, Detroit, Kansas City, Miami, New York City, Newark, San Francisco, Seattle, St. Louis, Dallas, Denver, Minneapolis and Phoenix.
