Why does anybody care about St. Louis, anyhow?

St. Louis is not considered a major national security asset by anybody…except for those who study national security for a living — including our allies and enemies. They care a great deal about the city and the region. Here’s a brief list of reasons:

The main National Geospatial-Intelligence Agency production facility is in St. Louis City - and they’re expanding it to be one of the most consequential of all 18 agencies.
They grow a ton of food in Missouri, and St. Louis is the state’s power center.
Monsanto/Bayer is headquartered here, and China has been compromising the company for years.
Mallinckrodt Pharmaceuticals is here, which, with Monsanto, provided the refined uranium for the Manhattan Project and beyond.
Boeing manufactures parts for fighter aircraft here.
Three rivers (Mississippi, Missouri, Meramec), four interstates (I-55, I-70, I-64, I-44), railroads, and an airport combine with geographical location to make this a perfect trafficking hub for everything.
We relocated a lot of Nazi scientists here after World War II.
It’s been the first major hub for the “Chicago Outfit” organized crime syndicate routes since Prohibition…

Similar to traumatic stress effects on the brain, substance use disorder involves biochemical changes to the brain and adds an additional layer of risk, especially for survivors with post-traumatic stress disorder…

Within the past several years, the United States has prosecuted multiple sex trafficking cases in which the perpetrator used addiction as a tool of coercion. In these cases, perpetrators entrapped victims with existing substance use issues, or initiated dependency in victims with no prior addiction history. They then used the threat of withdrawal – which causes extreme pain and suffering and can be fatal without medical supervision – to control the victims and coerce them to engage in commercial sex, compounding the victims’ trauma. Individuals with substance use issues seeking recovery have been exploited in addiction treatment situations for sex trafficking and forced labor. In one recent case, the owner of a chain of sober living facilities was convicted of sex trafficking individuals in such facilities. In another case still pending before a U.S. civil court, traffickers allegedly targeted people with substance use issues who were court-mandated to recovery facilities in lieu of prison sentences and forced them to work in chicken processing, sheet metal fabrication, and other dangerous work.”

The only exception to this universal prohibition of jurisprudence is around the custody and care of children. Missouri has a unique form of state employee, the juvenile officer. In the Missouri system, the juvenile officer is an judicial (though sometimes police department) employee who can bring cases about citizens of minor age on behalf of the court, as opposed to on behalf of a party, such as a prosecutor or state agency or private citizen.

Cory Hutcheson was Mississippi County Sheriff when he was indicted—but he was not elected to that position until 2016. The Federal Government alleged that Hutcheson conducted thousands of searches while he was still Jail Supervisor.
